Briefer: Just Transition in the UNFCCC

Context
The primary workstream where equitable and just transition is discussed and negotiated in the United Nations Framework Convention on Climate Change (UNFCCC) is the Just Transition Work Programme (JTWP). COP27 established the JTWP with the objective of developing “just transition pathways” to achieving the goals of the Paris Agreement. In COP28, Parties agreed to the scope of the work programme defined in Article 2.1  of the JTWP decision text.

This broad scope was a result of the collective efforts of trade unions, social movements, CSO’s, and developing countries who all want to ensure that the systemic and structural challenges faced by all affected people, especially in the Global South, are addressed in climate action and transitioning away from fossil fuels. In COP28, Parties also agreed to the JTWP conducting bi-annual dialogues on specific topics concerning just transition until 2026 and that the Work Programme’s effectivity and continuity would be reassessed in COP31.
